“Weed delivery” is an informal term for cannabis delivery. Its legal history in New York involves several separate steps: legislation, licensing, delivery guidance and public information. Those steps did not happen on the same day.

March 31, 2021: a new legal framework

The Marijuana Regulation and Taxation Act became law on March 31, 2021. OCM’s 2022 annual report describes it as the foundation of the state’s new cannabis framework. Passing the law did not mean every kind of licensed retail operation began immediately.

December 9, 2022: delivery guidance

OCM’s annual report lists December 9, 2022 as the release date for Conditional Adult-Use Retail Dispensary delivery guidance. CAURD was the early retail-licensing pathway used during the state’s rollout.

An official Cannabis Advisory Board presentation in January 2023 described the temporary guidance as a way to help launch adult-use sales. That documents the policy’s stated purpose; it should not be read as a current operating manual.

December 29, 2022: the first state-licensed adult-use retail sale

The annual report records the first CAURD retail sale on December 29, 2022. That is a retail-opening milestone. It does not establish the date of the first completed delivery.

March 2023: a consumer-facing explanation

OCM’s delivery FAQ dated March 10, 2023 explains subjects such as age verification, eligible locations and signatures. As a historical document, it shows how the agency explained the new delivery system to the public.

Why the dates matter

Legalization, publication of guidance and a business’s first transaction are distinct milestones. Keeping them separate makes the history more accurate and avoids turning an old rule into a claim about what is permitted today.

This timeline concerns state-regulated adult-use delivery. New York’s medical delivery program had a separate, earlier history.
